Airlock

A time-locked hot key for a Portaldot vault: every spend is announced on-chain, waits out a delay, and your cold key can veto it first.

1. announceThe hot key can only announce a spend. It cannot move funds directly.
2. waitThe spend waits out an on-chain delay, and the watcher alerts the owner.
3. vetoThe cold key rejects anything the owner didn't intend before the delay ends.

Built on the Substrate Proxy pallet's time-delayed proxies. On the Portaldot V3 testnet this flow has already refused a 12.92 tPOT sweep (Proxy.Unannounced, vault total unchanged). Every extrinsic id is listed in the proof log.
